Purpose
This solicitation, issued by MTEC, represents a Request for Project Proposals (RPP) for MTEC in support of the Uniformed Services University of the Health Sciences (USU). Proposals selected for award as a result of this RPP will be awarded under the authority of 10 U.S.C. § 4022. Strategic oversight for the award(s) supported by this RPP will be provided by USU.
This RPP aims to advance and optimize a benchmark for the training and matching of service dogs with disabled service members and veterans (henceforth referred to as “SM”). This prototype is based on existing federal regulations, industry best practices, and lessons learned from the prior administration of the Wounded Warrior Service Dog Program (WWSDP) at USU. This RPP focuses on the following two tasks (see Section 3 of the RPP for full details):
- Task 1 – Integrator capable of acquiring, collating, and analyzing data for the development of the benchmark.
- Task 2 – Performers capable of integrating, testing, and evaluating the components of the benchmark related to the training and matching of service dogs and SM.
Offerors shall address only one (1) of the Tasks listed above and are limited to a single proposal submission.
Scope of Work
To be provided initially by the Offeror at the time of proposal submission. Submitted information is subject to change through negotiation if the Government selects the proposal for funding.
