Submitting a proposal to MTEC is a structured process that ensures all applicants meet eligibility requirements. Below is a step-by-step guide.

How to Submit a Proposal
Step 1. Confirm Eligibility
Before submitting a proposal, the submitting organization (also known as the prime contractor) must meet the following criteria:
- Must be an MTEC member. It is encouraged that subcontractors are also MTEC members to benefit from the MTEC ecosystem, although this is not required for submission of a proposal.
- Reviewed the MTEC base agreement, which is in the Proposal Resources drop down below.
- Have a Unique Entity Identifier (UEI), System for Award Management (SAM) registration, and a Commercial and Government Entity (CAGE) Code
If your organization does not have these, visit SAM.gov to register. Once registered, you will be assigned a UEI and CAGE Code. Ensure your information is accurate by signing into SAM.gov and verifying your records.
MTEC Tip: To expedite proposal submission, add your UEI and CAGE code to your MTEC profile before you start your proposal process here.
Step 2. Register for BIDS
All proposal submissions must be completed through the BIDS platform. Ensure your organization is registered in advance to avoid last-minute issues. A guide on "How to Register for BIDS" is in the Proposal Resources drop down below.
Step 3. Submit Your Proposal
Once registered, follow the step-by-step "Proposal Submission" guide in the Proposal Resources below. Proposals must be submitted through BIDS before the deadline specified in a Request for Project Information (RPI) or Request for Project Proposal (RPP). Late submissions can not be accepted.
Step 4. Evaluation Process
Each submission undergoes a rigorous evaluation process to assess. To enhance your proposal’s competitiveness, we encourage early engagement with MTEC points of contact to clarify requirements and align your proposal with technical areas of interest.
Once your proposal is submitted, you will receive an email confirmation.

Base Agreement
The MTEC Base Agreement outlines the terms and conditions governing project awards, including compliance requirements, intellectual property rights, reporting obligations, and funding procedures. Members submitting proposals must acknowledge their understanding of these guidelines, ensuring alignment with MTEC’s mission and federal contracting standards. This document serves as the foundational framework for all MTEC-funded projects, establishing clear expectations for award recipients. Terminology
The term Nontraditional Defense Contractor is a business unit that has not, for a period of at least one-year prior to the issue date of the MTEC Request for Project Proposals, entered into or performed on any contract or subcontract that is subject to full coverage under the cost accounting standards (CAS) prescribed pursuant to section 26 of the Office of Federal Procurement Policy Act (41 U.S.C. 422) and the regulations implementing such action. "Full" coverage applies when an organization receives either one CAS-covered contract of $50 million+ in the current accounting period, or in the preceding cost accounting period, multiple CAS-covered contracts cumulatively totaling $50 million.

Technology Readiness Levels (TRLs) & Knowledge Readiness Levels (KRLs)
Technology Readiness Levels (TRLs) provide a standardized framework to assess the maturity of a technology, ranging from TRL 1 (basic research) to TRL 9 (proven operational use). Similarly, Knowledge Readiness Levels (KRLs) were developed to evaluate the progress of health research, helping organizations like the U.S. Army Medical Research and Materiel Command (USAMRMC) make informed investment decisions.

The Proposal Preparation Guide (PPG) provides essential instructions and best practices to help applicants create strong, compliant proposals for MTEC funding opportunities.

Step by Step Guide to Registering for BIDS
The Biomedical Information and Data System (BIDS) is the secure website where all MTEC proposals must be submitted. It keeps proposals organized, ensures data is stored in one place, and provides clear communication with MTEC and our government sponsors. Importantly, this is also where you’ll see your proposal status and award notifications.
⚠️ Reminder: All submissions must go through BIDS. Register your account and organization early to avoid delays close to the deadline.
Step 1: Access the BIDS Website
Go to bids.mtec-sc.org
Step 2: Create Your User Account
- Select New Registration
- Select Submitter

Step 3: Enter the registration and contact information then select "Submit Registration"

Step 4: Enter the secure registration verification sent to your email

Registration is complete! Select Home to enter BIDS.

Step by Step Guide to Submitting A Proposal Through BIDS
BIDS is the secure website where all MTEC proposals are submitted and tracked. It keeps everything organized, ensures your documents are stored safely, and provides updates on proposal status and award notifications.
Step 1: Log in to BIDS
Go to bids.mtec-sc.org and sign in with your registered account. After logging in, click MTEC BIDS Home.

Step 2: Under Submitter Tools, select Respond to RPP. Then choose the specific RPP you’re applying to. (If more than one is open, all will be listed.)


Step 3: Complete the Submission Form
Fill in the required fields and select the technical area identified in the RPP.

Step 4: Upload all required proposal documents as directed in the RPP.
Step 5: Review your information, then click Submit. You’ll receive a confirmation email with a submission number (e.g., MTEC-23-24-Everest-045). Keep this for your records.
💡 Two-Stage RPPs: If the RPP has both a White Paper and Full Proposal stage, only the account that submitted the White Paper can submit the Full Proposal if invited.

Once you have successfully submitted a proposal, you will receive a notification with your submission number (ex. MTEC-23-24-Everest045).
⚠️ Note: For RPPs that are two stages (i.e. White Paper to Full Proposal) only the account that submitted the stage 1 proposal (the White Paper) will be allowed to submit for stage 2 (the Full Proposal), if selected.
⚠️ Reminder: All proposals must be submitted through BIDS before the deadline. Late submissions cannot be accepted.
