Submitting a proposal to MTEC is a structured process that ensures all applicants meet eligibility requirements. Below is a step-by-step guide.
How to Submit a Proposal
Step 1. Confirm Eligibility
Before submitting a proposal, the submitting organization (also known as the prime contractor) must meet the following criteria:
- Must be an MTEC member. It is encouraged that subcontractors are also MTEC members to benefit from the MTEC ecosystem, although this is not required for submission of a proposal.
- Reviewed the MTEC base agreement, which is in the Proposal Resources drop down below.
- Have a Unique Entity Identifier (UEI), System for Award Management (SAM) registration, and a Commercial and Government Entity (CAGE) Code
If your organization does not have these, visit SAM.gov to register. Once registered, you will be assigned a UEI and CAGE Code. Ensure your information is accurate by signing into SAM.gov and verifying your records.

Step 2. Register for BIDS
All proposal submissions must be completed through the BIDS platform. Ensure your organization is registered in advance to avoid last-minute issues. A guide on "How to Register for BIDS" is in the Proposal Resources drop down below.
Step 3. Submit Your Proposal
Once registered, follow the step-by-step "Proposal Submission" guide in the Proposal Resources below. Proposals must be submitted through BIDS before the deadline specified in a Request for Project Information (RPI) or Request for Project Proposal (RPP). Late submissions will not be accepted.
Step 4. Evaluation Process
Each submission undergoes a rigorous evaluation process to assess. To enhance your proposal’s competitiveness, we encourage early engagement with MTEC points of contact to clarify requirements and align your proposal with technical areas of interest.
Once your proposal is submitted, you will receive an email confirmation.
