Purpose

This solicitation, issued by the MTEC Consortium Manager (CM), Advanced Technology International (ATI), represents a Request for Project Proposals (RPP) for MTEC in support of the Naval Medical Research Command and the office of the Surgeon General of the Navy. Military relevance is a critical component of the Enhanced White Paper submission. The proposal(s) selected for funding as a result of this RPP will be awarded under the authority of 10 U.S.C. § 4022. Strategic oversight for the award(s) supported by this RPP will be provided by Naval Medical Research Command.


This Request for Project Proposals will seek to utilize a robust prediction algorithm prototype to detect a risk for PTSD within the U.S Navy. The prototype model should leverage existing data sources (e.g., Defense Manpower Data Center, Military Health System Data Repository, Defense Organizational Climate Survey), incorporate cutting-edge machine learning/artificial intelligence techniques, and prioritize ethical considerations. The goal is to provide the Navy with a deployable data-driven capability to proactively identify at-risk Sailors, facilitate timely interventions, and mitigate the impact of PTSD on individual Sailors and the Fleet.

Funding Availability: The U.S. Government (USG) currently has available a total of $1.22 million (M) for this effort, for direct and indirect costs.

Number of anticipated awards: MTEC expects to make a single award to a qualified Offeror to accomplish the scope of work.

Period of performance: The Period of Performance (PoP) is not to exceed 12 months.

Scope of Work

Technical Objective:

The objective of this effort is to deliver a minimum viable predictive model prototype for PTSD and associated stress-related mental disorders among active component Sailors that is functional in DoD analytics platforms and can be deployed to production in different data environments. Basic functionality should include a data dashboard indicating basic model performance parameters and risk probabilities (with modifiable thresholds) at the command level (e.g., Unit Identification Code).

At the end of the period of performance, the Performer is expected to deliver to the Government a containerized image (e.g., Singularity Image File) of the predictive model prototype, to include any pre-processing pipelines, dashboards or applications, and associated source code. The Performer shall also deliver a final project report, and any technical documentation required for support, verification, and validation.

Potential Follow-on Tasks:

Under awards resulting from this RPP, there is the potential for award of one or more non-competitive follow-on tasks based on the success of the project (subject to change depending upon Government review of completed work and successful progression of milestones). Potential follow-on work may be awarded based on the advancement in prototype maturity during the initial period of performance. Follow-on work may be made available for continued advancement, optimization, testing in relevant or simulated operational environments and deployment of the prediction tool.
