Funding Opportunity: RTI Request for Solution for "Traumatic Brain Injury Hemorrhage Detection Device (TBI-HDD)"
We’re sharing the following on behalf of MTEC member, RTI, in support of an MTEC-awarded program. Specific requirements are contained in the attached document, including appropriate points of contact.
RTI is seeking proposals for a non-invasive traumatic brain injury hemorrhage detection device (TBI-HDD) capable of identifying brain hemorrhages in austere, forward-deployed military environments. Interested organizations are encouraged to review the attached Request for Solutions for technical requirements and submission details.
Purpose
RTI International on behalf of the North Carolina Center for Optimizing Military Performance (NC-COMP) in support of the Defense Health Agency (DHA) Portfolio Acquisition Executive Medical Products (PAE MP), Warfighter Readiness, Performance, and Brain Health (WRPBH) Project Management Office (PMO) is seeking proposals for a non-invasive Traumatic Brain Injury Hemorrhage Detection Device (TBI-HDD) that can objectively detect brain hemorrhage, far-forward in the battlefield, in support of assessing for moderate and severe Traumatic Brain Injuries (TBIs). Submitted applications must be capable of meeting or exceeding the performance specifications published herein. All capable and qualified sources are encouraged to respond to this request. There is no fee or NC-COMP membership requirement to submit a proposal.
Introduction/ Background
Traumatic Brain Injury (TBI) has been identified as a signature injury of the most recent U.S. and allied combat operations. Future potential peer and near-peer operations, whether multi-domain operations, expeditionary warfare, or large-scale combat operations, all greatly increase the likelihood and scale of TBIs for Service members (SM).
Despite this prevalence, evaluating military moderate and severe TBIs has relied on Computed Tomography (CT) or the use of laboratory tests, often requiring evacuation to higher echelons of care or logistically intensive cold-chain storage. Access to these technologies may not be available on the battlefield or practical at Roles of Care 1 and 2. Thus, many clinical decisions regarding TBI are rendered by trained medical providers, but in the absence of objective data.
RTI International, as the NC-COMP prime contractor, is issuing this RFS in support of a U.S. Government project. RTI’s government client may down select one or more respondents for further evaluation or negotiations. Any resulting award will be made as a subcontract to RTI. In preparing your response, also submit a detailed budget to give an initial estimate of the anticipated costs associated with this project.
All submissions will be provided directly to RTI, as the NC-COMP prime contractor, for administration of the RFS and coordination of the evaluation process. Proprietary information submitted by an Offeror will not be shared with other Offerors or industry partners when marked accordingly as described in section 1.16. Any information provided to RTI will not be used for any purpose other than this RFP and potential subsequent subcontract.
Thank you for your interest in this proposal. Should you have any questions or comments please direct them to the undersigned at HDDRFS@rti.org
MTEC membership is not required to submit a proposal.
Proposers Conference
