Funding Opportunity: RTI Request for Solution for "Mild Traumatic Brain (mTBI) Injury Assessment Software Application"
We’re sharing the following on behalf of MTEC member, RTI, in support of an MTEC-awarded program. Specific requirements are contained in the attached document, including appropriate points of contact.
RTI is seeking solutions for a digital mild traumatic brain injury (mTBI) assessment application to support forward triage, recovery monitoring, and return-to-activity decisions in military operational environments. Interested organizations are encouraged to review the attached Request for Solutions for technical requirements and submission details.
Purpose
RTI International on behalf of the North Carolina Center for Optimizing Military Performance (NCCOMP) in support of the Defense Health Agency (DHA) Portfolio Acquisition Executive Medical Products (PAE MP), Warfighter Readiness, Performance, and Brain Health (WRPBH) Project Management Office (PMO) is seeking solutions for a digital mild Traumatic Brain Injury (mTBI) assessment application (app) capable of aiding and/or supporting forward triage, monitoring, and return-to-activity decision-making including Roles of Care 1 and 2. The mTBI app must provide objective, clinically meaningful indicators of neurocognitive and motor domain deficits associated with mTBI and be capable of operation in austere environments, and integration with existing Department of War (DoW) Information Technology (IT) ecosystems. All capable and qualified sources are encouraged to respond to this request. There is no fee or NC-COMP membership requirement to submit a proposal.
Introduction/ Background
Traumatic brain injury has been identified as a signature injury of the most recent U.S. and allies combat operations. The majority of Service-related brain injuries are clinically categorized as “mild” TBI (mTBI); however, the term “mild” is a misnomer, as acute and cumulative effects of mTBI can be debilitating to individuals and cumulatively pose a significant impediment to long-term health and to force readiness. Future potential peer and near-pear operations greatly increase the likelihood and scale of TBIs, including mTBIs, for Service members.
Current mTBI field assessments are often reliant on subjective symptom reporting and medic administered screening tools, which can be limited by time, training burden, and environmental constraints.
Digital mTBI assessment technologies offer the potential to:
- Provide objective measures aligned with Military Acute Concussion Evaluation 2 (MACE 2) cognitive and motor domains
- Support rapid triage decisions
- Enable longitudinal monitoring of recovery or decline; supporting Progressive Return to Activity decisions
- Reduce cognitive and resource burden to the medic, while maintaining clinical oversight
RTI International, as the NC-COMP prime contractor, is issuing this RFS in 41 support of a U.S.
Government project. RTI’s government client may down select one or more respondents for further evaluation or negotiations. Any resulting award will be made as a subcontract to RTI. In preparing your response, also submit a detailed budget to give an initial estimate of the anticipated costs associated with this project. All submissions will be provided directly to RTI, as the NC-COMP prime contractor, for administration of the RFS and coordination of the evaluation process. Proprietary information submitted by an Offeror will not be shared with other Offerors or industry partners when marked accordingly as described in section 1.16. Any information provided to RTI will not be used for any purpose other than this RFP and potential subsequent subcontract.
