Sitra

Sitra is an independent Finnish public foundation that advances long-term societal change through experiments, targeted funding, tool development, policy inputs and convening. Core activities include national programmes and roadmaps (notably the Roadmap for a Fair Data Economy), funding and piloting data-driven experiments and testbeds (e.g., Virtual Finland), developing toolkits and monitoring instruments, organising training and leadership courses, coordinating national participation in European data initiatives (e.g., Gaia‑X Suomi), and running thematic programmes on green-health, scaling proven low‑carbon solutions (Green to Scale), energy and sustainable industry, foresight (weak signals) and circular economy. Sitra has historically made direct equity investments (notably in an energy programme active 2008–2012) and continues to co‑invest via fund commitments and public–private funding models.
